currently providing project controls consulting services for a company in the
Non-Renewable Energy Sector, assisting them in developing a concept of
operations for using Primavera P6 v8.2 as their sole project planning

I managed a group of Planner/Schedulers who maintained resource-loaded,
logic drive network schedules for multi-million dollar engineering, design,
and construction project to provide and install air scrubber hardware for major
electrical power producers

While supporting the U.S. Army’s National Missile Defense
Program Office to provide schedule and cost analysis, I developed an
MS-Access program that provided cost analysis reports showing all the
standard EVMS elements using the database provided by the prime contractor to
the program office. Using this tool the Program Office gained insight into
cost performance down to the element of expense level to supplement the
contractually required reports provided at WBS level only. I analyzed
periodic schedule deliverables in both Open Plan and MS-Project to
provide contractor schedule status to key departments (Test & Evaluation,
IFICS, Deployment and Sustainment) within the Joint Program Office in
Huntsville, AL.

I have gained over twenty years of prior project
management experience in both government and private sectors. For three years
I was the Senior Scheduler for a major NASA Spacecraft project, where I was
solely responsible for integrating both government and contractor schedules
for a multi-million dollar project to launch a space telescope system. For
two years I provided project controls expertise as a consultant to a major
regional hydroelectric power producer, then to a major telecommunications
company. In both consulting engagements, I provided project controls
expertise to organizations that were just entering the realm of project
management to assist them in tracking project cost and schedule performance.

More than seven years of my experience was in direct
support of DOE Environmental Restoration projects, as a consultant to DOE
project management organizations and as a functional manager directing a
project controls organization supporting project managers for the Air Force
Center for the Environmental Excellence (AFCEE) program. For over fifteen
years I provided cost and schedule control expertise to various DOD project
management organizations both as a commissioned officer in the United States
Air Force, and as a civilian Project Controls consultant.
COMPUTER
PROFICIENCY: I
have used Primavera Project Planning Software for project controls for
over twenty years, combined with various cost/revenue-tracking tools, to
model projects’ cyclic cost/revenue performance plans. I am highly experienced
in MS-Project for Windows, having used it extensively for almost eight
years. I developed an application in MS-ACCESS to provide Contractor Cost
Performance Reporting data down to the element-of-expense. I am proficient is
the use of MS-Excel spreadsheet software, having developed
Visual-Basic modules to capture project tracking data in Excel for automatic
inclusion in MS-Project. I am highly experienced in the use of

Environmental Control Systems As
Manager of Planning & Scheduling, Alstom Power Environmental Control
Systems, I was responsible for setting planning & scheduling standards
and best practices for the Planning group that provided project planning and
scheduling support to Air Quality Control System projects. I was responsible
for training, matching resource talents and capabilities to project
requirements, and ensuring the best quality project support. 2003 - 2006Project Controls Analyst, Alstom Power Environmental
Control Systems I provided project
planning and scheduling expertise for three major engineering, procurement,
and construction projects. I maintained a resource-loaded, logic drive
network schedule for a multi-million dollar engineering, design, and
construction project to provide and install air scrubber hardware for a major
electrical power producer. I was responsible for developing and maintaining a
master project that consistsed of many sub-projects from various partners and
suppliers.
2000 - 2003Sr. Project Controls Analyst, SAIC I provided project
controls analysis to several large programs with multiple projects, including
bi-weekly cost tracking, invoice reconciliation, and periodic program
reviews. I supported a scheduling task by developing a baseline schedule
model for subsequent resource loading. I also provided senior-level project
controls mentoring to junior staff members. Assigned to the National
Missile Defense (NMD) Project, I supported the Joint Program Office in EVMS
and Baseline Schedule Analysis. Working closely with the Army Program Office,
I provided in-depth analysis of the status of program cost and schedule
aspects. Prior to my NMD assignment, I was attached to the DOE National
Ignition Facility Cost Estimate Update Project, where I provided scheduling
expertise and analysis for the client’s multi-level schedules. My particular
emphasis was on analyzing and modeling interfaces between the NIF Schedule’s
effects on its cost performance projections.
1998 – 2000Project Scheduling Consultant, BellSouth, Inc. I
provided scheduling expertise and project management advice to BellSouth
startup organizations. When BellSouth formed a new organization to provide
long-distance services to its regional local telecommunications customers, I
was engaged to provide expertise in MS-Project to integrate a master
program schedule for implementation of a major Line-of-Business. I
implemented an enterprise management application, Project Office, as a time
collection tool in the company. This afforded BellSouth the ability to
capture resource data to provide project schedule data. The end result
provided a never-before-seen profile of resource utilization, and
approximated cost projections to corporate managers. 1997 – 1998 Project
Scheduling Consultant, Tapoco, Inc. I
provided tools, methods and utilities for cost and schedule performance
planning and tracking for the entire company. I was engaged to provide tools,
methods, direction, and hands-on assistance to a company using Microsoft-Project,
but having no experience in its use. I implemented a measured approach to
scheduling project-oriented work and ongoing operations (level-of-effort)
tasks. I captured resource data, and then resource-loaded the tasks to
reflect labor parameters for seven hydroelectric dams in two states. I
developed macros and Visual-Basic modules in MS-Excel to allow ease of task
entry for people not used to scheduling software. 1995 – 1997Manager, Project Controls, IT Corporation I
trained and directed a professional team whose members were recognized for
their success in helping projects deliver quality engineering products and
services on time and within budget. I directed a staff of seven project
controls people, who supported various environmental engineering projects, for
the Air Force Center of Environmental Excellence (AFCEE) and for numerous
other individual projects. We developed project controls tools, methods and
procedures, and then used them to support cost and schedule planning and
performance tracking. The primary schedule and cost control tool was
Primavera Project Planner, and we modeled cumulative cyclic costs for
projects requiring more stringent adherence to cost/schedule control systems
criteria. 1994 – 1995Senior Project Controls Analyst, CDM Federal Programs
Corp. I
analyzed deficiencies in cost tracking methods, and incorporated corrections
that allowed more accurate cost reporting to clients. I was a contract
employee providing cost/schedule planning and performance tracking for
various DOE Environmental Restoration projects at several DOE reservations. I
used Open Plan scheduling software and tracked incremental costs via a
spreadsheet system. 1991 – 1994Senior Scheduler, TRW Aerospace Sector, NASA HQ TRW
was the prime contractor for the Advanced X-Ray Astrophysics Facility
spacecraft, which was launched in 1999 as CHANDRA. I developed a
resource-loaded schedule that allowed a NASA product manager to achieve final
production in 75% of the time allowed for a company providing highly
specialized optical mirrors needed for the Spacecraft. I used MS-Project
to provide scheduling expertise and acted as Integrating Scheduler for over
25 projects from both contractors and government organizations. This project
tracked contractor schedules and costs for a project whose budget was in
excess of 250-million dollars. 1987 – 1990Senior Project Controls Analyst, JMCA, Inc. I
provided project controls expertise on both DOD and DOE projects. I developed
scheduling methods and User Documentation. I developed training courses on
custom scheduling software applications and delivered the training courses to
